Hyundai Repair: Transmission Repair, transmission control module, remanufactured transmissions

I own a 1997 Tiburon FX, automatic transmission. The reverse and overdrive gears were blown out about eight months ago. When put in Reverse, it acts as a second Neutral, and when I attempt to re-activate OverDrive, it drops into neutral. However, when OverDrive is turned off, it drives perfectly fine. Also, the check engine light has not come on.

The local shop says it could just be electrical, or it could need to be rebuilt. Is there anyway to determine without having to take it into a shop to find out what the actualy problem is? thank you for your help.

If you have no reverse, it's impossible for the problem to be electrical.  You can unplug the transmission control module, and you'll still have 3rd and reverse.

It sounds like you're looking at overhaul or replacement, but to be sure you'll probably need to have it diagnosed.  There's a remote possibility there's a problem with the shift cable.  

If you consider transmission overhaul or replacement, check with your local dealer in addition to anyone else you might check.  Hyundai prices their remanufactured transmissions very competitively.
