One day my accents' idle began to fluctuate up and down and the car would not rev beyond 3000 rpm's.  I found that the car is blowing the ECM #1 fuse under the hood.  Hyundai charged me two hours and said they found a loose wire under the fuse box.  problem persisted and I do not like taking my car to this particulat garage.  I have checked all the grounds that I can see.  I'm thinking maybe a short in the harness or faulty computer?  The check engine light is on and the code reads "system voltage low"  the battery is new, connections good, and alternator is working.  If I unplug the ISC modulator the problem goes away but the engine gets too hot. Do you have any ideas? I have spent too much money already.

Yup,
Behind the left kick panel, that is the plastic trim panel by the drivers left foot there is a relay with a 5 wire connector. It is usually black in color and bolted to the body of the car with a 10 mm bolt. The wires are at the upper part of this relay. Unbolt it and tiun it with the wires pointing down. Rusty water may come out of it. If so that is the problem. Condensation forms inside the relay and can't get out and eventualy pools up in the relay and shorts it out. Replace the relay, the part number is on the relay and bolt it up with the wires pionting down. That usually takes care of it.
