Land Rover Repair: low beam lights not working

2001 Range Rover headlight  low beam won't turn on at all but I when I turn on the high Beam the low beam work.  I check relay in engine compartment is good   The master light switch is also good.  Low and high switch also good. The only thing left is the BECM fuse relays box under the seat I had no check.    does the 2001 range come with ignitor for the headlights. Please need your advice on this.

The 2001 Range Rover does not have an ignitor for the headlamps.  They are regular 12 volt bulbs.  Power comes from the BECM in response to input from the headlamp switch and the dimmer switch. If you follow the wiring back to the BECM fuses your next step would be to get a tester that can look at inputs to the BECM and see if the problem in in the BECM or the input signals.
