Land Rover Repair: wont stop speeding up, throttle cable, throttle body

I have a LR discovery 2004. And I've had this problem that when it is cold out (-15 or so) when I'm driving and when I take my foot off the gas it still keeps speeding up real fast, and sometimes to the point where I have to pull over put it in neutrl and turn it off and start it again and again till the RPMs go down.This happend several times and the shop that I took it to dont know whats wrong. So for now I cant drive it till I find a solution to the problem.

You probably have a bad throttle cable, a badly clogged throttle body, or something jamming the pedal in the car.  The resolution of that should be pretty straightforward for any skilled tech.  There is no electronics involved.
