Land Rover Repair: abs failure, freelander td4, gas versions

after brake pad replacement (and maybe coincidentally) the abs, traction, and a third yellow light all in a row began to light up in my 2002 freelander td4. Since then I notice that the light is off most mornings and stays off for about 30 sometimes up to 50kms of driving. but some mornings it comes on immediately. In both cases when these three lights come on they stay lit the remainder of the day. We are in Costa Rica and of course it took me some time to locate the proper land rover scanner to diagnose the issue. The read out was 'code c117: valve driver failure'. I was then told that a new abs modulator was needed. Here the part new from land rover was estimated to cost $3700. I checked the internet and found roverland parts in tampa florida and they offered a 2002-05 abs modulator used but with a 6 month guarantee for $350. When I called to purchase the part they told me the part only would work on the freelander gas versions found in the us.....they recommended I not purchase the part. My mechanic in costa rica may be bright but his experience with land rover is limited....so he suggested we clean the modulator, change the brake fluid, and purge. When he was cleaning the modulator he noticed an opening where the o-ring or gasket was deteriorated or falling apart but decided he could not repair inside the unit..........so he he proceeded with the clean/new fluid/purge.............and the lights still come on. What should I do? what do I tell him? is there another part of the abs system that could be the problem?

I checked the wiring diagrams and connector information and it looks to me like all Freelanders use the same ABS modulator, with subtle differences in the brake booster system.  At this point, it sounds like you definitely need a modulator.  If you are having trouble finding one, I believe I have one in stock.  You can contact me through www.britisheurotech.com.  For your model year, however, there are 2 types of modulators, one is a Teves type 20 and the other is a Teves type 25.  Find out which one you have.
