QUESTION: how to stop dust from coming into cabin when air conditioning is on

ANSWER: I'm sorry to say the 1988 Rover does not have any real filtration for the incoming air.  I don't know what to suggest other than to engage recirculation, which reduces the intake of outside air.  Sorry there's no better answer

QUESTION: Have engaged recirculation lever still dust comes in how do I gain access to the cables & flap to see if it is closing thanks for your quick responce cheers Roger.

You have to dismantle the dash and then the heater box to actually access the flaps.  My best suggestion for that would be to contact Atlantic British or Rovers North and buy a workshop manual.  It's a big job  . . . a couple hours to get to the cables but 1-2 days of work to see the flaps themselves.
