Triumph Repair: 1968 Triumph GT6. My headlights..., triumph gt6, rocker switch

1968 Triumph GT6. My headlights will not work. I have two switches on the steering column. One on the left works the turn signals. What does the identical looking switch on the right operate.

The switch on the right should be the high/low beam switch.  I'd have check my '69 project to verify, but from memory you should have an oblong black rocker switch in about the middle of the dash that's the headlight switch.
