Head bolts on a Land Rover are not reusable.  They are one-time things.  You install new bolts, snug them to an even 20 foot pounds, and then turn them through to 90 degree cycles of rotation.  I suggest you read the procedure and charts in the workshop manual, because it's a lot more involved than just twisting till the torque wrench clicks and they are very prone to fail if done wrong.
