Land Rover Repair: Brakes, no pressure at pedal, hydraulic booster, brake job

After a complete brake job on my 1990 Range Rover with ABS I cannot get anything to respond in the system. I have bled the brakes per manual directions. Everything bled fine, no problems aside from there is no pedal resistance. I checked the pin securing the pedal to the Hydraulic Booster, it is in the right position. Fluid came out when it was supposed to with the air coming out fine. When I ran the power circuit fluid was pushed through the whole system with no issues. The pump is pushing fluid fine. I have inspected for leaks multiple times and found no evidence. When we depress the pedal there is enough resistance at the calipers to stop the hub from moving by hand. I came to the step of turning on the system and letting the hydraulic pump run for 45 seconds max. It was still running after the 45 sec, I did not leave it on for any longer.

Do you have a factory manual?  If not, get one and follow the bleeding procedure.  If you follow the procedure and the pedal is still flat, then the master cylinder assembly has probably failed.  It happens sometimes when you drain it.  But most likely, you are just not bleeding it right and it's air bound.
