Land Rover Repair: Steering wheel coupler, cruise control system, financial background

Sir,
I own a 2000 LR Disco, Series II.  Recently discovered the horn has stopped working and replaced the fuse.  It worked temporarily then blew the fuse again.  This is accompanied by a non-functional cruise control system, it won't even turn on.

The dealer suggested this might be a steering wheel coupler of sorts, but I am in the military, and not of financial background to pay thousands to fix it.  Any ideas as to the diagnosis?  Many thanks

It seems likely to me that it is a horn failure as a short circuit big enough to blow the fuse would be substantial and the rotary coupling has very small wiring, which would burn out before the fuse.  I would suggest checking the wiring from both horns to see if there is anything melted in the harness.  It is likely that one horn has blown.  You should be able to replace the horn and fix the wiring.  This is a joint circuit with your cruise control, which explains the failure of that as well.
