Land Rover Repair: 99 Disco II split rear lock, penetrating oil, rear seat

My 99 Disco II right rear seat will fold down then I cannot get it to release from the floor; pull does not work.  Cannot figure how to get the locking mechanism to release nor can I determine what to take apart to get to it.  Can you help?

I would have to look at  a vehicle to remember how to get it apart.  The problem you are having is common when the mechanism gets clogged with dirt or when it starts to bind from lack of use.  Try some penetrating oil and clean it up.  Chances are that will cure it with no disassembly at all.
