Question
  1)  At first start up in am when driving i can hear water under front pass side in dash .

  2) when driving for about 20-30 miles my brake pedal goes almost to the floor .I replaced brake master and pads all around --- no air in system.  It is a 1997 disco v8

Answer
1: I don't understand exactly the problem. What means you can "hear water"? Is the water get into the chassis from the enviroment (like rain)? You see or smell steam at the dash?
Please give me more information...

2: It's a dificult question. You absolutely sure there is nor air bubbles.
Or you can check the vacuum drum's leaking. You can check it by this easy way: when you stop the engine, wait for 10-15 minutes, and try to pull out the plug (at vacuum tube end from the servo drum). Do that very slowly, and watchfully. Listen the suction noise, when you pull out. If you can hear  when it breathes the air, then it's tight and ok (servo drum is ok)
Check the vacuum hose to the manifold for leaking, and check the non-return air valve in the tube.

You can check the wheel bearings for wabble (clack, play...)  Because if loosen it can push the wheel brake cylinders back a little.

So, these are my ideas from that informations. I hope it will be helpful.
