Land Rover Repair: key will not turn or unlock steering, repair history, footwell

My Discovery II (1998/99) will not allow me to turn the key in any direction or to unlock the steering wheel.  The steering wheel will only turn left and down, not up and right but this gets me nowhere.  When I turn the key, it doesn't even go a centimeter and no sound comes from the engine or starter at all.  It is parked on level ground and the security system hadn't even been engaged prior to the first time I tried to start it.  After the first time, I tried turning the security system on...waiting...and then turning it back off.  Nothing has helped.  It is almost like I have the wrong key but I have tried two different keys to no success.  There has been no recent repair history and prior to this, it ran just fine with absolutely  no problems beyond a wet passenger side floor mat.  Please help!  Thank you.

it could be a fouled key lock mechanism.  You could try a local locksmith.  More likely, you'll need a LR dealer service call to fix that.  Its rare but it does happen.

The water on the floor mat could be from the AC drain pipe being plugged and backing up into the footwell. This is a common problem with Disco's.

A locksmith might be able to get you going but a service call to the dealership is your best solution.  I don't think its too expensive to replace.
