Can replacing the power steering pump & rack & pinon cause the engine damper to break on a 1992 Lexus SC300 3.0 DOHC

Sweetie it's a 1992 vehicle. Rubber only lasts so long.
I'll gaurentee you all the suspension mounts & bushings & the engine mounts & the crank pulley (it's got a rubber core to dampen vibrations) are almost all shot.

Rubber simply only lasts so long regardless who makes it.
