Lexus Repair: Who else can repair Lexus?, replacement starters, jumper cables

Question
I have a LS400 ('91) which has stopped starting. I do not use this car a whole lot, just have not got around to sell it.

It was sitting, so I had to jump start it last week. But while starting it made a lot of loud clicking noises. Now, after a week, it refuses to start - no sound, no nothing when I try to jump start. The jumper cables were pretty hot indicating the amount of current drawn....
Lexus dealer quoted $900 for the replacement of the starter - if that's the problem -

My question is of three parts -
1. Can other repair shops also handle problems like these like replacing the starters, or do Lexus need special tools?
2. Is using after-market or reconditioned parts advisable? They seem to be pretty cost-effective.
3. Is $900 quote from the dealer reasonable?

Thanks... appreciate your advise.

Answer
Anyone can service it. Especially Toyota.
Alot of places will try to tell you they won't warranty the work because it's a Lexus, but roll your eyes at them & tell them you're not stupid.

$900 is very excessive for just the starter. The replacement starters are quite low in quality. At the time yours was built, about Toyota's only ceveate were their starters, at the time they were only so-so. The newer repalcement ones are much better.

It's not that hard to change. It just takes alot of reaching.
