Lincoln/Mercury Repair: 93 courger, warranty status, lincoln mercury

hello i have a 93 courger.i havent had it cranked for a while because of the transmission the over drive went out.well i went got a new batter to get it running and the problem i having now is the seat belts will not pull back towards you it wont move at all i looked at fuses and none where shot.i looked in the book and see what it said wasnt much about it in the book how can i fix th is problem?

A couple of different things can cause this:

Seatbelt control modual part # F2SZ14A679A from Ford for about $206. Book calls for a half an hour to install. Located in the trunk on the driver's side. Inspect all connectors for corrosion before you run down and buy a controller. Sometimes corrosion will build up on the connectors so unplug and inspect each one.

ISSUE:
If the driver exits the vehicle with the transmission in PARK, the engine running and closes the door, the doors may lock unexpectedly. This is caused by tolerances in the driver's seat sensor switch.

ACTION:
Install a new revised driver's seat sensor switch. Refer to the appropriate 1993/94 Service Manual, Section 01-10, for service details.

If there are having a problem with this switch, then it won't see your wieght on the seat, hence the mechanism will not know someone is sitting and won't activate. As you can see by the TSB it is out of warranty and is not covered. Calls for 24 minutes to install (about 2 beers) and the part number is E9SZ14B136A availible from Ford for about $19.
