Answer
It's not in my area of expertise however the 323 was a very simple car.

Work backwards from your problem.  Un-plug the wiper motor and apply 12 volts if it works good.  Reconnect it.  Cross check your ground lead or the bolt that secures the motor.  Trace the harness to the firewall make sure it's not damaged.  Check all fuses.

Lastly check to see is there anything else not working.  (ie blower motor).  Mazda has had a knack for pairing up the wiper and blower on a shared circuit.  If they are both out check for a bad connection at the ignition switch.  Sometimes wiggling the plug or manipulating the key will net you a result.  If so the ignition switch has a failure internally and will need to be replaced.

Since you pulled the dash and it was working previously it means you disturbed a connection or accelerated a fault that might have been looming around waiting for the right bump.  Unplug your plug points and "LOOK" at the terminals to see if they are straight and lining up before you plug them back in.

Again not my area but, most Mazdas don't fall to far from the tree if you know what I mean.
