QUESTION: Sorry about that 1990 Miata

Answer
Assuming it is a Miata steering wheel, air bag module center, two thumb horn buttons left and right.  The buttons can be removed with a small pick tool around the very outside edges of the button surround, be careful not to slip or pry to hard against the padded wheel.  It simply is fitted into the leather.  The wires on the other hand are riveted to the button so the Air Bag Module will need to be removed (4 - 10mm head nuts) behind the module.  Once the module is out the wires are visible and held in with Phillips head screws.  A little soap water held the buttons slide back in place when your done.
