Mercedes Benz repair: 1987 300 D Turbo, adjustment screw, contaminated fuel

 My 1987 300D turbo when turned on  seems to be idling at lower RPMs,  it feels like its going to turn off, and the RPM pin does not move..........only after a while, and it seems loose.........any help would be appreciated.

Sounds like many possible issues:
#1. Tachometer amp?
#2. Fuel filters plugged?
#3. Contaminated fuel?
#4. Idle adjustment screw loose?
#5. Rack dampener pin bad?
#6. Injectors need rebuild?
#7. Linkage out of adjustment?
#8. Vacuum routing problem?
#9. Bad vacuum shut off switch?
