Mitsubishi Repair: balance shaft, 2006 mitsubishi eclipse, timing belt replacement

I took my 2006 Mitsubishi eclipse (4cyl, 2.4LT, manual)to get service done.The shop (pep boys) is charging me $1400 to flush all fluids and replace the timing belt and water pump.They say they can't replace the timing belt because the balance shaft needs to be replaced.Now their trying to charge me up to $2400 to replace the balance shaft.WTF.What should i do?

That is very expensive for a timing belt replacement and fluid flush.  Even getting this done at the dealership, including replacing the timing belt, balance belt, and water pump, should be under $1000.  If Pep Boys does not have the capability to replace the balance shaft belt, then you shouldn't have them do any work on your car.  You'd be better off having the dealership take care of this for you.  They'll probably charge you less, and they guarantee their parts and labor.
