Mitsubishi Repair: 97 eclipse gst, oil pressure gauge, crankcase pressure

I just rebuilt my 97 turbo car completely new.  All the way, new pistons, rods, machine work, etc....everything up.  After I got the car running, I had the front crankshaft seal start leaking when we were breaking in the motor.  After I fixed it, another seal shortly blew out.  After I fixed that, I watch carefully and another seal blew out as soon as I revved the motor to about 2500.  I thought I was build crankcase pressure too high so I checked the PCV and vacuum system and everything checked out fine.  Then I decided to go get an aftermarket oil pressure gauge that actually gave me numbers...It turns out my oil pressure is fine at low rpm but when the motor is revved it climbs too high.  I can easily bury that gauge which reads 100psi!  That's with a leaking seal.  What would you suggest doing next?  is the relief valve thing replaceable on those oil pumps? or is that even the problem?  Any suggestions you have would be  great because I'm stuck on what to do.

The oil relief valve is actually on the oil filter housing.  I replaced my filter housing because mine valve was stuck open and the pressure was always too low.  So if you haven't replaced that, you may want to consider it.  Seals can also blow if they are not put on squarely or even if the compression is too high.  If any of the oil passages in the head are blocked, that could also build up excessive pressure.  Hope some or any of this helps,
