hi anthony i have a question. on a 1999 eclipse sypder 2.4 non turo automatic engine what can cause the serpentine belt to stop moving completely. please and thank you

If you have a belt that does that move, that could indicate a seized pulley or belt itself is stuck on something.  See if you can turn the crank shaft manually (clockwise) and see if you're able to tell where the belt may be sticking.
