Car will not start  after replaced fuel pump . Seems fuel not making it to engine. Engine turns but will not start up. Have not worked on fuel injected engines . Wondering also if there is a fuel filter and where pressure relief valve or relays could be

I'm not too familiar with the component locations on the Lancers, but typically the fuel filter is located on the firewall.  You'll see the fuel line going into it and out of it.  The ones that lead out proceed to the fuel rail and the injectors.  If you can apply a 12 V source directly to the fuel pump with the engine off, you may be able to tell if the system is able to pressurize properly and my help narrow down what and where the problem is.
