Mitsubishi Repair: 1994 mitsubishi mirage 1.8L, mass air sensor, crank angle sensor

when i turn my key over i have to wait for the check engine light to go out and if it is cold out it will turn over but will not start now if it is warm out it runs no problem after the check engine light goes out please help!

This is a strange problem.  It's normal for the check engine light (CEL) to come on when you first start your car for a couple seconds, but it usually is allowed to start.  It's possible there's a problem with the charging system (the battery) or it may be a problem with either your mass air sensor or perhaps your crank angle sensor.  If either of those sensors are detecting a problem, they can prevent the car from starting.  If they are malfunctioning and sending false codes to the car's computer, this could be why you have to wait for the CEL to turn off before the car will start.  Both of these components, especially the mass air sensor, are sensitive to ambient outdoor temperatures.  Have your mechanic inspect them.
