Mitsubishi Repair: Electrical issues on my 1997 Spyder, mitsubishi eclipse, stereo amp

Hi Anthony, I am having some electrical problems on my 1997 Mitsubishi Eclipse Spyder. 1st off, when you hit the horn button, it goes off and does not stop AND the headlights go on and don't shut off. My brother even disconnected the light switch on the column, and the lights were still on! Also, no power to the conv. top or door windows/locks. There's some aftermarket stuff on it and the stereo system is now gone. The previous owner got into the electrical system and there's some splicing, but with all the different problems at once could it be the ECU/ECM or something like that?

I don't think this an ECU problem.  There may be a problem with the relay box or areas where the wires were spliced.  If the previous owner had a large stereo/amp system in the car that would draw lots of power, it could cause relays to fail and even wires to short out.
