Mitsubishi Repair: 2001 mitsubishi galant howls, mitsubishi galant, last legs

Ok I know it sounds weird but our mitsubishi galant has been making a very
strange whoop sound at more and more regular intervals. It only happens
with the AC on. It also leaves a puddle under the driver's feet. Ok I know it
sounds like the old gal's looking for a mate but its getting embarrassing. The
whoop starts low and changes pitch to a higher note. The drain line is
supposedly clear but I get the impression the thing is freezing up then cycling
off and thawing out at my feet. Other than wearing rubber boots and signing
her up for Karaoke got any ideas?

Your A/C compressor may be on it's last legs.  If the refrigerant is cycling through the system properly, it may be collecting at the evaporator where an excessive amount is thawing and causing a lot of water to accumulate.  Have your mechanic inspect the compressor and have it replaced if necessary.
