Mitsubishi Repair: 1g Talon Tsi Rough Idle, crank pulley, talon tsi

I have a 91 Talon Tsi, 5 sp, and recently had the engine fully rebuilt. Grounded, the timing is at 5 dg BTDC. When not grounded, the timing is erratic between 5 and 12 degrees BTDC. The idle is rough, sounds kind of like it has larger cams (but it doesn't) and varies between 550-800 rpms (not surging, more like misfiring). Here's another odd thing, before the car is up to operating temp, it has much more power. When it up to operating temp, it is sluggish. Under boost (7 psi), when cold, it will move. Under the same boost after operating temp. is reached, it will sputter. New plugs, wires, NGK's gapped properly. Also, there is a rotational scraping noise coming from somewhere? My only ideas are throw out bearing, or crank pulley. Can this noise be registering as knock?

A scraping noise shouldn't be registered by your knock sensor.  It sounds like perhaps your oil pump is worn and could be causing the noise.  The other problems sound like perhaps your car's computer is malfunctioning.  You can read this article for further information:

If your ECU is faulty, it can cause erratic idling and power loss.  Pull your ECU and inspect it for damage.
