Mitsubishi Repair: car lighter??, how to use a voltmeter, lancers

my 2002 lancers lighter outlet don't work.  it was like this when i bought the car.  and i can't find the fuse for it anywhere.  any suggestions?

The fuse for the lighter outlet is most likely shared by other components.  So if you see other components are not functioning either, then it could be a bad fuse.  Else, you may need to replace the lighter socket.  If you can get to the connect for the socket and know how to use a voltmeter, you can test the circuit for the lighter outlet and see if there is actually a 12 volt reading getting to the plug when the ignition is in the ON position.  If you see 12 volts, but the socket does not work, then you'll have to replace the socket.  If you don't even see 12 volts getting to the socket, then you'll need to continue to trace the circuit back until you see a steady 12 volts.
