Mitsubishi Repair: 95 Galant blowing ignition fuse, starter solenoid, neutral safety switch

Vehicle exibits a no crank condition. If you hold the key in the start position too long it will blown the 30a ignition fuse. Have tried beating on the starter solenoid to no avail. The manual I have says the starter relay is "near" the center console but I could not find, the only thing i saw in the center console was the MRS module.

Automatic or Manual transmission? The Automatic does not have the starter relay, but uses the neutral safety switch.
Since it doesn't start and the fuse blows, I would be willing to bet it's either the park/neutral position switch or the starter solenoid if it's an automatic or the starter solenoid if it's a manual. Have you tried jumpering a power lead directly to the solenoid to bypass the rest of the system or checked to see if you get 12V to the starter solenoid (before the fuse blows)? Also, simply remove the starter solenoid connector and observe whether the fuse blows when you crank it over. If the fuse doesn't blow, you have found your culprit.  My strategy would be to remove the starter solenoid connector, apply a multimeter to the wiring and turn the key to crank. Does the fuse blow? Is there power at the connector? If there is no blown fuse and power, the starter is likely defective. I would then test with a fused jumper and verify that it trips the breaker. If it does that means there isn't a wiring issue that you have fiddled with and removed the problem-replace the starter. If the fuse doesn't blow and the engine cranks, then there is a wiring issue that you need to track down.

Make sure the engine is in Neutral/Park when trying these tests!

If further dianosis is necessary, then I will also need to know whether there is factory anti-theft as the systems vary depending upon whether there is anti-theft or not
