Mitsubishi Repair: 95 eclipse, how to use a voltmeter, lighting circuit

I have a 95 eclipse and the tail lights will not work when i turn on my dim lights. The fuse keeps blowing everytime i turn the lights on. I have no clue what is going on. Someone said it might be a hot wire getting grounded; however, i have not messed with any wires.. thanx

Brandon,
This does sound like an improper ground wire or short circuit in the lighting circuit.  If know how to use a voltmeter, or know someone who does, you should measure the voltage starting at the light switch control, and work your way back to the tail lights.  This can help you find where the problem is.
