Mitsubishi Repair: Powersteering Belt, mitsubishi eclipse, foreign cars

I have a 1996 Mitsubishi Eclipse with a 2.0L NON-Turbo engine.I had the engine rebuilt in it. About 2 weeks after i got it back from the shop, it started tearing the powersteering belt up. I then replaced the Harmonic Balancer, but now instead of tearing the belt up, it now rolls the belt off of the Air Conditioning pulley. Im completely stumped on this. My father and I cannot figure it out at all. My father used to be a mechanic on the side but very rarely worked on foreign cars, so this is a new learning experience for him also, so any advice would be greatly appreciated.

Logan: Why not take it back to the guy that rebuilt the engine. Before you took the car to him, the belt stayed on right? Now it does not, so he did not fix something right. Therefore you paid him for a service now get him to fix what is wrong. Because I have no way of knowing what he did. So how does the car run now? Could be the timing belt was not put on right, so the engine is out of balance. By replacing the harmonic balancer, you did something but still not right. Could be one of the pulley was not put back on right or put together right. You could have a bearing bad in one of the pulleys, there is so many things that could be wrong. You really need to take it back to the guy that rebuilt the engine for you. Because only he knows what he did and he might be able to explain why the car is going this. Hope this helps and good luck.
