Mitsubishi Repair: Belt, interference engine, balance shaft

Question
After removing everything necessary to get to the timing belt including the lower half of the engine, I cam across another belt behind it. What is this belt for? I am told its for a balancer. Is this right? I am sure this is why my timing belt skiped since belt debris was all over the crank gear. This belt broke and I need to order one. Thanks for the help.
P.S. Is this an interference engine? I hope the valves are not bent.

Answer
Guy:You got a repair manual for your car I hope. That you are not just doing this in the dark?? You got a timing belt and then a balance shaft belt too. If you are going to put in a new balance shaft belt, just as well replace the timing belt too. Don't say what kind of car, engine size or how many miles, so I am really in the dark there. But as a female there most of the time anyway. Hope this helps and good luck!
