Mitsubishi Repair: 1990 mitsubishi eclipse ecu, mitsubishi eclipes, egr solenoid

HI - I have a 1990 mitsubishi eclipes 1.8 liter engine 5 speed.  The ECU died and I replaced it with the ECU from a 1991 1.8 mitsubishi eclipse.  Now the car starts real hard. After reading the manual I see the 1990 has a different Idle speed controller than the 1991 - does this mean the computer is not compatible and that is why i'm having a hard time starting it?
Also how do I know if my engine is California or not?

Yes, the computers in a 90 Eclipse can be slightly different from the 91 Eclipse, and the ISCs are definitely different between the 2 years.  This can result in hard starts.  

There is an additional EGR solenoid for California cars, and it's located on the firewall next to the brake master cylinder.  But just as easily, you can call your local Mitsubishi dealership (parts or service department) and give them you VIN.  They will be able to tell you if your engine was made for California or Federal emmissions standards.
