Mitsubishi Repair: engine ticking, crank pulley, crank shaft

I have a 97 mitsubishi eclipse Rs 5sp 2.0 with 28k miles. About 20k miles ago I had to replace the head gasket and have the head shaved because someone ran my antifreeze overflow line into the intake where the Evap canister is to be hooked up! Not realizing that this was even hooked up this way I changed the head gasked only to realize that I still was seeing the same problem. After moving the over flow line and plugging off the vacume since the Evap canister seems to be completly missing, two problems I have noticed since then, 1. Crank shaft pully seems to be squealing only at higher RPM's, also the power steering belt seems to be rubbing the outside of the crank shaft pully, I checked for play but seems to be solid.
2. There is a ticking noise coming from around the top rear passenger side of the engine. I pulled the valve cover but everything was in tact and the cams looked like new. It almost sounds like those old cars with the noisy lifters. Any idea's?

1. Squealing usually indicates a slipping belt.  This can be due to a loose belt, failing tensioner, worn belt, or damaged pulley.  The power steering belt connects to the power steering pulley and water pump pulley; not directly to the crank pulley.  If you notice accessive wear on the edge of the power steering belt, replace it.

2. Eclipses made between 1989-1999 were all known to develope lifter noise over time.  This was due to poor lifter design with narrow oil passages.  Narrow passages made them easy to get clogged and being to tick.  You can pull the lifters and clean them out.  That may help with the ticking noise, unless one or more of the lifters are damaged; then they would have to be repalced.
