Mitsubishi Repair: tail and dash board lights, how to use a multimeter, fusible links

I have a 97 GST and the fuse keeps snaping under the hood that controls them.. is there a way to check each lights or relay before i take it to the dealer?

If you're familiar with how to use a multimeter and have a Haynes or Chiltons service manual for your car, you can check the fusible links and relays yourself.  Your problem may simply be a short in one of your tail lights that's causing the fuse to continuously blow.  But if you're not that comfortable examining those eletrical systems in your car, then it would be best to have a mechanic check it out.
