Question
When it is rainy or wet out it won't stay running without holding the gas pedal to the floor and even then it has no power. It has new plugs cap rotor and wires.

You may be getting excess moisture in your fuel tank.  Remove your gas cap, and check the rubber gasket around it.  If it appears cracked, ripped, or feels really stiff, it should be replaced.  You can either just replace the gasket or you can replace the entire gas cap.  Neither one are that expensive.  

Next time you fill up, I would suggest you trying a gas drying additive.  There is even one on the market called Dry Gas.  That will help remove moisture from your fuel system.  On older cars, sometimes it's good to use a bottle of Dry Gas during every fill-up.  It's another inexpensive solution you can try.  Hope it helps.
