car has 127,000 miles on it now has developed problem with running not always but will lope and not go past 3 mph and has a tendency to stop if i leave car sit it will start and run fine then it does it again. changed the fuel filter and think it may be fuel pump? is there are pressure regulator also i am stumped.

Robert,
You indicated that the car will "not go past 3 mph..."  Did you mean 3 or 30?  If you cannot go past 3 mph, then you may have a transmission problem, and it should be checked by a service professional.

If you meant the car cannot go past 30 mph, then you still may have a problem with the transmission not shifting into the correct gear; I'm assuming you an automatic transmission.  That usually indicates a problem with your torque converter.

Your fuel pump could be a possibility.  The fuel pump can shut itself off if it gets too hot.  Most fuel pumps stay cool by passing gasoline through them.  If the fuel pump is unable to pump sufficient amounts of fuel through it a high enough rate, it can shut down.  There is a fuel pressure regulator as part of your fuel system.  It is usually located either on the hose leading off of the fuel filter, or on the fuel return line after the fuel rail.

If your ECU is malfunctioning, than it can also cause the problems you're experiencing.  Have that checked as well.
