Motorcycle Repair: No fuel to sparkplug, cant answer, new spark

We are trying to start the ATV AND IT ACTS LIKE IT WILL START BYT WONT. THERE IS A NEW SPARK PLUG BUT THER IS NO FUEL GOING TO THE SPARK PLUG.

Brian, This going to sound dumb but here goes. What kind of atv I cant answer if I dont have all the facts. Like, is it new enough to be fuel injected is it carborated, is the fuel petcock vac operated? This would be like going to a Dr. and saying Im sick whats wrong with me. Throw me a bone or something.
