Motorcycle Repair: so how much voltage should a stator put out, cb350, stator

you colleague never did mention what is a normal range of voltage coming from the stator on my cb350
I am  getting 11 vac and when revved climbs to 12.

That sounds too low.  Your regulator is supposed to provide the voltage to the rotor, which in turn generates the voltage coming out of the stator.  SO the amount of voltage generated depends on the revs of the engine, AND on the voltage in the battery.  If the battery is fully charged, the voltage will be close to 12.  If the battery is low, then the voltage will be about 14 in a correctly functioning system.  Good luck,  Jan
