Motorcycle Repair: 1976 flh -almost there, cap nuts, circuit breakers

HI MIKE, IT'S BEEN A WHILE, FOR VARIOUS REASONS.  THANKS SO MUCH FOR ALL THE HELP AND ADVISE THAT YOU HAVE GIVEN ME (AND COUNTLESS OTHERS) IN THE PAST.  I HAVE A 1976 FLH SHOVELHEAD AND NOE I HAVE IT STARTING AND RUNNING (I EVEN SOLDERED UP THE ROCKER SWITCH)!!  NOW WHEN I START IT AND WATCH UNDER THE DASH PLATE WITH THE COVER OFF. I SEE A GOOD BIT OF ARCING HERE AND THERE. IT LOOKS LIKE SOME OF IT EMINATES FROM THE SCREW END ON THE CIRCUIT BREAKERS, BUT SOMETIMES TO (OR FROM) THE SPEEDOMETER HOUSING.  ANY THOUGHTS ON THIS?  NOT ALL OF THE CIRCUIT BREAKER SCREWS HAVE THOSE NYLON-TYPE CAP NUTS.  DO THEY EACH HAVE TO BE INSULATED WITH THOSE (OR RUBBER OR...)

you dont have to use the nylon caps as long as the nuts are not touching metal. If your speedo housing is arcing then you have a hot wire touching it somewhere. Check your wiring, if you are having a arcing problem then you have a hotwire touching metal
