Motorcycle Repair: 82 gs1100, bill silver, excess fuel

I recently purchased a 82 gs1100gk.  When i got it it would start but bog down when given a decent amount of throttle, as well as foul spark plugs due to running too rich.  I cleaned the carbs 4 times until i was convinced they were spotless. I put a in-line fuel filter on and now it has all the power but it is still running too rich and fouling plugs. I set the float level about as far down as i could with the same problem.  Any Ideas would be greatly appreciated

Philip, I don't have any experience with GS1100 Suzuki carbs, really.

Have you compared your needles and main jets to whatever the stock parts are? Looks like #40 and #115 for pilot/main jets. Make sure that they haven't been drilled out by a previous owner.

Put a timing light on the ignition plate to see if you are getting a proper spark advance.

Try running without the air filter for a few moments, to see if that affects the condition.

If the air bleeds in the carb throats are blocked up or the choke enrichers are not shutting off all the way or are leaking, you may be getting excess fuel in that manner.
