Motorcycle Repair: Clutch Rod, honda cb160, clutch pressure plate

I am going to send you this link to help describe my problem, I will use numbers of these parts..

Let me preface, I have been rebuilding the top end of this engine for so long that I dont know where I could have went wrong, and finally got it running,  went to ride it and I cant get the clutch to engage, the clutch rod (8)  moves freely to the right side of the engine, the clutch adjuster lifts freely and pushes the rod to the left towards the inside of the engine, but the rod does not slide back to the right side of the engine... as I believe that it should.. I looked through this and made sure all my parts were right... I dont see any problems in the way it is put together.. so I am not sure what would cause the rod to not slide back.. any ideas why it would not slide?  I pulled it out.. there is not any reason why it wouldnt slide in and out.. not sure what to do..

David Im not sure without looking at it. Its old enough I dont have a book on it but its possible that a washer isnt in the right place or a spring isnt quite right. Some units used a ball brg between the rod end and the pin in the clutch pressure plate. It was inside the main shaft to keep it inline.
