Motorcycle Repair: 1984 honda 700s, float bowls, air jets

The bike has been sitting for a lengthy period and I just rebuilt. cleaned and measured all 4 float bowls to 18.5mm according to factory specs. All O-rings in fuel and air tubes have been replaced and I removed and cleaned the primary air jets (the ones on exterior with the heads in place to avoid moving after being set. The slow idle circuit does not want to work and will only run with choke at full. All carbs are getting fuel. Is there a vacuum that needs to be plugged with the fuel tank off? I have my vacuum guages hooked up to sync carbs but no luck. The carbs were re-assembled correctly and function like new with the exception of no luck with it idling. Compression and spark are like new. Any ideas?

Russ,Yes there is a vaccum line that needs plugged or you wont get a true reading on the sync. The inner left carb usually has an extra vac port to pull a vac on the fuel valve If you look at the tank and fuel valve the fuel line will go to a fuel distribution manifold but the vac line for the petcock will have a single port fitting. Also it sounds as if the idle circuit is to lean and needs sdjusted or you have a vac leak.
