Answer
Byron,

Gently pry the seal out of the housing, clean out the grease enough so you can look for the spiral locking ring that keeps the gear in place. Find the end of the spiral wire and carefully pry it out of the locating slot and unwind it until it is free from the housing hub. Clean and grease the drive unit, remove the inner cable and check for kinks or signs of the cable unraveling. Use some graphite grease to lube it up again and reinstall every thing. There are no serviceable parts in the drive unit, so if anything is damaged, just buy another one and start over. There is at least one on Ebay auctions right now.

I doubt that this will really help your jumping needle situation because the cause is usually a dried out bushing in the speedometer head unit.
