Answer
Kevin, It sounds like the carb is all messed up.Lets try something first. Pull the carb off Check the needle in the slide it should start out in the middle groove. Now the carb pull off the bowl and check the needle and seat for the float. Take a Q-tip and some fine valve grinding paste or semi chrome polish and spin the Q-tip with a cordless drill and polish the seat the clean it out thoroughly check the spring loaded plunger on the end of the needle.Put float back on and set float height.Turn carb with the float on the side ,hinge up and tilt back to see where float closes the valve. It can be parallel or slightly lower the parallel with the top of carb. If you tip the carb body upside down the weight of the float will push down the spring tip and give you a false measurement.Set the mixture screw out from the all the way seated position about 1-1/2 turns.Put back on and check one more thing before starting the bike. Check the valve clearance try about .004 on the intake and .006 on the exhaust. Now start the bike and set the ile first then the mix screw to get the proper speed and smoothness upon acceleration. This should help with the carb flooding over and save you a few dollars.
