transmission shifter is stuck on second or thirg gear and will not engege in any other gear or neutral bike starts when i engage clutch what can be the problem please.

Michael, I don't know a thing about this brand, but if it is stuck between gears, either something has broken inside the transmission or the shift selector mechanism has failed.

You might find illustrations at www.bikebandit.com  I imagine that it has to go to the Harley Hospital for repairs, though.
