Motorcycle Repair: carb question, sediment bowl, fuel valve

I recently soaked & cleaned (and replaced low speed idle jets) on a 74 Honda 200cl. This is the second time I've done so (as I discovered my idle problem was related to plugged LS idle jets).It ran on both cylinders after the first cleaning (but not at first). Each time I've put the carbs back onto the engine, I get only one cylinder to run. I've swapped fuel lines and ensured that fuel runs all the way to the end of the fuel lines. I've got spark to both. Removing the right side carb float bowl screw at the bottom shows no fuel. Do I need to prime this carb? Please share your thoughts on where to look next in order to get the right side the fuel it needs.

I would try checking the fuel valve on the tank. Pull it off and look at the screen and sediment bowl and make sure the are clean. Also check the stand pipes on the valve and make sure they are clear of debris also. If they turn out to be clean, check your fuel passages in the carbs themselves and inspect the needle and seat that lets the fuel in and make sure it is not gummed up or plugged. As long as you have fire to both cylinders that should fix the problem. If not let me know and I'll do some hunting through my books.
