Motorcycle Repair: 1926 Harley Model J, harley model, middle school kids

I am writing a historical novel for middle-school kids. In my story, my characters ride a 1926 Harley and are caught in a flash flood. If the Harley was under water for a short time (fifteen minutes or so) would they be able to start it after? If it wouldn't start right up, can you give me an idea of what kind of work would be necessary to get it running? Is it something that could be done with only the tools normally carried or would it have to go into a shop? Thanks in advance for your help.

If it were under water you would have to kick the bike over until you get the water out of the heads. Once you have the water out, as long as the ignition didnt get wet it should start. If the ignition got wet you would need to wait till it dried out
