Motorcycle Repair: 1994 Honda CBR 900RR Instrument Panel Fuse Keeps Blowing, honda cbr 900rr, 1994 honda cbr 900rr

I recently purchased a 1994 900RR, and almost have it in running condition.  Everytime I let the bike sit idling, the instrument panel fuse would blow.  The turn signals still work, but the tach goes out as well as the neutral light.  Could it be a short in the instrument panel? Or a bad light?  Or a bare wire?  Please let me know what you think, thank you.

Usually in situations like this, you will find a live wire has rubbed and is making a short.  I would carefully check at any point where the wires are close to the frame.  If you don't have the engien running, and turn the bars from side to side with the ignition on you can usually hear the crackling and see the sparks where it is shorting out.
