Motorcycle Repair: 1985 700 honda shadow motorcycle, honda shadow, master cylinder

hello, in restoring my 1985 700 honda shadow motorcycle  i removed the hydrolic  line from the clucth master cylinder then replaced it i have bled the system replaced the fluid and bled it more and cant get it to build up any pressure . what can i do?  thanks barry
